I am in high school right now, and I am not used to drawing. My goal is to become an illustrator, and draw concept art or comics (mainly digital art) on Photoshop and Illustrator, What should I do?

It is good that you have a passion and goals.
If you want to become a good illustrator, one skill above all will be required – the ability to draw proficiently.
Whether your draw freehand or do digital art, you will need to know and use the universal principles of constructive drawing, perspective, rules of composition, human anatomy for artists, tonal rendering principles, etc.
Software like Photoshop or Illustrator is just a tool, like a pencil or brush in your hand. You need to learn how to use it, but it will not replace your creativity and do the work for you.
So, your hand-drawing skills will be the essential in every illustrative work your will take on.
Drawing tools can be taken away; however, your drawing skills are for life.
